Maureen Smith serves as the Deputy Assistant Secretary for Industry and Analysis. In this position, Ms. Smith manages an organization with approximately 180 employees and a budget in excess of $48 million. Manufacturing and Services advances the international competitiveness of U.S. industries by leveraging its in-depth sector and analytical expertise in the development and execution of trade policy and promotional strategies.

Ms. Smith first joined the Department of Commerce in 1966, serving in progressively more responsible positions including Deputy Assistant Secretary for Japan (1980-1990). In this position, she was responsible for concluding a landmark agreement on access to the Japanese public works market, and led a Commerce team in negotiating significant market access agreements in telecommunications, medical devices and semiconductors, among others. During this period, she received a Department of Commerce Gold Medal, as well as Meritorious Executive and Distinguished Executive Awards.

From 1990 to 2009, Ms. Smith pursued a career in the private sector, including Vice President for Government Affairs at the Health Industry Manufacturers Association (HIMA) and Vice President, International at the American Forest & Paper Association. In this latter capacity, she also led the Zero Tariff Coalition of more than 20 industries supporting sectoral negotiations in the Doha Round of trade negotiations. She has also worked as a consultant, advising a diverse group of clients on international trade and investment strategies.
